Do I need a licence for this?

One of my neighbors wants me to fly over to a spot over his house to see if he would want to renovate the spot to get a nice sunset view. Do I technically need a commercial drone licence to fly 30 feet high over a house with the house owners permission. Btw I will be getting paid (not very much) for this job. Commercial licence (USA FAA) needed?

If you are getting paid. You need to apply. If not, under that altitude. You don't need.

I had to register mine with the FAA. And put the reg. number on the drone. In the USA, you must register the bebop regardless if you are flying for fun or profit. It's painless and cost 5.00 for three years for recreation flying.
